totals. going back a little bit, obviously it bears mentioning what happened in newtown, connecticut, the unimaginable tragedy that everybody's been talking about nationally. i think it's important that everybody take notice that the teachers at that school and the officers that responded did so as we've been training since columbine also here in san francisco and i think were it not for the heroic efforts of both the teachers and officers that that tragedy would have been way worse. the teachers, instead of evacuating and emptying those kids into the hallway, secured in place which kept them safe. actually it cost some of the teachers their lives, god bless them, and then the police officers as you saw them come on scene went straight into the school, which is exactly what san francisco police officers would do when there's the immediate imnepblt danger of serious danger of death, active shooter we'll go straight in. it's our job to put ourselves in harm's way and the cops in connecticut did that. on a very different note -- oh, i'm sorry -- we will be reinitiating our active shooter tra

very tragic incident in connecticut in sandy hook elementary school of course heightened everybody's awareness of what violence can really be all about. and as we have been not only responding, reacting to this national tragedy that i think president obama has adequately described as broken all of our hearts, and in every funeral that has taken place, for those 20 innocent children and six innocent adults in the school districts, and school administrators, we obviously have shared in that very tragic event, all of us. it has touched everybody across this country. san francisco is no different. and i have shared that emotional experience with the supervisor and everybody here, in our law enforcement, and in our health department as well. the question for us, then, is what do we do about it? and not only can we share in this tragedy and signal our sympathies to the families as we've done, but we've got to do something more. and this is where i want to make sure i recognize all of the people that are in that effort of doing something about it, including the officials in san francisco. a

tragedy in connecticut. my day job is we're building a center in bayview to address the impact of adverse childhood experience and exposure to violence and trauma on children. obviously this type of trauma is in a league of its own. but one of the experts we work with is dr. victor care 81 from stanford and he shared with me and i shared with my daughter's school so i want to share with everyone, a lot of us are hearing recommendations on the today show but we benefit from the bayview area with having access to these experts. i want to share these recommendations on children exposed to violence. the first is that we should reduce exposure, children need protection from the media, which is pretty intuitive but a good reminder for me. talking about the event should not be clear but lines of discourse should be open. provide a message of safety and i think that's what we're talking about here, especially the police department represents that. let children know we're here to protect them and it's our responsibility to keep them safe and finally, i think this was president mazzucco's q

events in connecticut, but i'm here today because of the phone calls that i regularly get from many of the police officers that are here in this room today in the middle of the night. department officers informing me and alerting me of the violent shootings that are happening right here in our own neighborhood. i'm here today because i have personally visited too many families as they grieve the loss of loved ones, largely due to gun violence. i'm here today because of the time that i've spent at general hospital consoling innocent victims of gun violence, some as young as five years old. i'm here because we have to do more and use every legislative and executive power that are available to us to continue to address the causes as well as the impacts of senseless gun violence occurring in our neighborhoods. now, what we know is that many of the shootings that are occurring are increasingly involving young adults under the age of 25 years old. they are often related to disputes over turf and status and they're fueled by the fact that it's easy to obtain -- too easy to obtain and posse

in newtown, connecticut, got those guns from his home, legally purchased firearms. we took 2 96 guns off the street here thankful to dr. joe marshall and omega boys club. over 150 handguns, almost 150 rifles and shotguns, these are not what people keep saying aren't going to make a difference. this is absolutely making a difference. and i would say to the nra or anybody that says, hey, this isn't the problem, if it's not the problem, it will make a difference, it should make a difference banning them. let's err on the side of caution, keep the kids safe. thank you. >> let me also echo again my appreciation for commissioner dr. joe marshall because omega boys club has been a great partner. they are part of our effort to organize commutes, to intervene as early as we can, and i totally agree with the chief that these particular guns, if you look at them up front and close, you'll see they really shouldn't be in anybody's homes. they're designed to kill folks. many of them military style. i think to bring home the real story here is dr. andrei campbell of our san francisco general hospi

connecticut context of the state mandate and the oversight that was intended from what i personally saw it's not functioning it's should. thank you. [speaker not understood] i serve on the puc citizen advisory committee. i did want to speak in support of an extension. i'm not sure if this is the right amount of time, if it should be more or less. i'm happy to work with supervisor farrell and others to look at things that we could tweak about the composition or the reporting, so that it is more effective. i have heard a number of concerns over time about whether it's being too -- no effective enough -- no enough -- we certainly have a general obligation bond oversight committee and we have bond oversight at the city college. so we have a more tradition of bond oversight than in the past. if this is not extended my understanding is that there would be effectively no oversight of the literally billions of dollars of [pwo-pbts/]s bonds that the puc has. so i would just offer those comments. on the legislation itself, sorry i did read it online 9-10, there there is no reference to sectio
